Position Title: Secretary

Contract Type: Contract Basis

Key Responsibilities:

Policy Formulation:

• Lead the development and implementation of policies and strategies to advance the IT sector in Pakistan.
• Advise the Minister and other senior officials on policy matters and ensure alignment with national objectives.

Regulatory Oversight:

• Oversee the regulation of the IT and telecommunications sectors, ensuring compliance with laws and regulations.
• Work closely with relevant regulatory bodies to ensure the smooth operation of the sector.

Strategic Planning:

• Develop and execute strategic plans to enhance the growth and development of the IT sector.
• Monitor and evaluate the effectiveness of programs and initiatives, making adjustments as necessary.

Leadership and Management:

• Provide leadership to the Ministry, managing a diverse team of professionals.
• Foster a culture of innovation, accountability, and continuous improvement within the organization.

Stakeholder Engagement:

• Build and maintain strong relationships with key stakeholders, including government agencies, private sector partners, and international organizations.
• Represent the Ministry in meetings, conferences, and other forums, both domestically and internationally.

Budget and Resource Management:

• Oversee the management of the Ministry’s budget and resources, ensuring efficient and effective use.
• Ensure transparency and accountability in financial management and reporting.

Innovation and Technology Development:

• Promote the adoption of new technologies and innovative practices within the Ministry and the wider IT sector.
• Encourage research and development activities that drive technological advancement in Pakistan.

Crisis Management:

• Lead the Ministry’s response to crises or emergencies related to the IT sector, ensuring continuity of services and minimizing disruption.

Required Qualifications and Experience:

• A master’s degree in public administration, Business Administration, Law, Economics, or a related field (Ph.D. preferred).
• At least 20 years of professional experience in senior management, with a focus on policy, strategy, and administration.
• Strong understanding of the IT and telecommunications sectors.
• Proven leadership and decision-making skills.
